Raffles London at The OWO
For more than a century the public could not enter this building. It was the War Office, finished in 1906, with a thousand rooms and four kilometres of corridors, and the men who worked in it included Kitchener, Lloyd George and Winston Churchill.

What sets Raffles London at The OWO apart
The grand staircase
A double stair of marble and alabaster under a great chandelier, up which ministers climbed to their offices. It is the first thing you see.
The ministers' rooms
The offices of the secretaries of state, panelled in oak, are now suites. One was Churchill's when he was Secretary of State for War from 1919 to 1921.
The spy connection
The forerunners of MI5 and MI6 had rooms here, and Ian Fleming, who worked for naval intelligence in the war, knew the building. A bar in the basement is named for the spies' entrance.
Whitehall
The Household Cavalry mount guard on horseback across the road. Trafalgar Square is five minutes one way and Downing Street three minutes the other.

The Old War Office
The War Office was built between 1899 and 1906 to the design of William Young, on an awkward four-sided plot that gives each corner turret a different angle. The army's affairs were run from it through two world wars.
The Ministry of Defence sold a long lease in 2016. After six years of restoration the building opened as a Raffles hotel in September 2023, with private flats above.
